Ottawa, Ontario, November 17, 2023—The Canadian International Trade Tribunal today found that the dumping and subsidizing of certain steel utility wind towers and sections thereof originating in or exported from the People’s Republic of China have caused injury to the domestic industry. The Tribunal excluded from its finding the above-mentioned goods imported for installation in energy projects located west of the Ontario-Manitoba border. Anti-dumping and countervailing duties will therefore be collected by the Canada Border Services Agency. The complainants in this case were Marmen Inc. and Marmen Énergie Inc. of Trois-Rivières, Quebec.

The Tribunal will issue the reasons for its finding on December 1, 2023.

The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
